Former appraisal district employee indicted on fraud charges

COLUMBUS — The State of Texas sought an indictment against Jessy De La Rosa for Credit or Debit Card Abuse.

De La Rosa was an employee of the Colorado County Central Appraisal District for eight-plus years. She left the appraisal district on Sept. 29, 2023.

An indictment by the Colorado County grand jury was brought against De La Rosa for Credit or Debit Card Abuse stating, “The duly organized Grand Jury of Colorado County, Texas presents in the District Court of Colorado County, Texas, that in Colorado County, Texas Jessy Loren De La Rosa, hereafter styled the Defendant, heretofore on or about January 9, 2024, did then and there with intent to fraudulently obtain a benefit, present or use a credit or deb it card, namely a MasterCard account number ending in 3591, with knowledge that the card had not been issued to the said defendant, and with knowledge that said card was not used with the effective consent of the cardholder, namely, Colorado County Central Appraisal District.”

De La Rosa turned herself in on June 7, 2024, and posted a $10,000 bond on the same day. Her court date has been reset to Aug. 26, 2024, in the 25th Judicial District Court.

An indictment is not a guilty verdict but is a written statement of a grand jury accusing a person of some act or omission which, by law, is declared to be an offense and probable cause exists.
